Marine Corps Scholarship Foundation (“MCSF”) recognizes the importance of protecting your privacy and is committed to respecting the privacy of our donors. This policy will explain what information we collect from you when you donate to us by mail, telephone, online, visit our websites, mobile applications and blogs, the way we use this information, and the choices you can make regarding our use of your personal information. We have developed this privacy policy to ensure our donors that information is used carefully and with sensitivity to our donors’ needs and requests.

Information We Collect and How We Use It:
We collect information such as your name, age, gender, personal or business address, occupation, e-mail address, username, phone number and credit card details that you provide both online and offline. To review your personal information collected, request corrections or for any other questions regarding your information on file please contact us using the same information above.

We collect this information online, for example, when you:

  • Visit pages on the MCSF website
  • Make an online donation to MCSF
  • Complete an MCSF online survey
  • Submit your contact information to receive communications from MCSF
  • Register for an MCSF event
  • Register to participate in an MSCF advocacy or public awareness campaign.

We also obtain this information offline, through registration forms and postal appeals when you:

  • Volunteer
  • Donate
  • Take part in any of our events.

We may collect personal and non-personal information that you choose to supply to MCSF such as the following:

  • Personal Information such as
    • Contact information including name, mailing address, email address, and phone number
    • Demographic and other information including job title, postal code, preferences, and interests
    • Financial information such as credit card number, expiration date, security code, bank routing number, and account number
  • Non-personal information, such as:
    • Session cookies to have you navigate through our website when you log into a password-only area
    • Internet protocol (“IP”) address and browsing variables (e.g. domain from which you access the Internet, time you spend on our website, etc.)
  • Other information pertaining to our scholarship program
  • Cookies that help us recognize you when you re-visit our website

Generally, we request and use personal information to carry out the transactions that you request, such as making a donation and participating in events. We also use information, such as cookies and IP information, to understand your needs and provide you with a better online experience.

More specifically, we may use your personal information and non-personal information for the following reasons:

  • Enter your information into our databases for internal record keeping, reporting, and data analysis
  • Communicate with you to obtain your input, provide information on our organization, or request contributions, provided you have opted  to receive such communications
  • Improve our organizational offerings
  • Customize the website according to your interests
  • Share information with third parties who help us manage our website and databases

MCSF uses “cookies” and other technologies to enhance your online experience. A “cookie” can be either permanent (e.g. it remains on your computer until you delete it) or temporary (e.g. it lasts only until you close your browser). A “cookie” is a small text file that helps us recognize repeat website visitors, facilitate the visitor’s ongoing access and use of our website, and track usage behavior and compile aggregate data that can lead to website improvements for user experience. Cookies may also help us customize content on our website. Cookies and other similar technologies collect non-personal information about the use of a particular IP address. If you do not want your information collected through the use of cookies, you can deny or accept the cookie feature using a simple procedure in most web browsers. Data Sharing and Disclosure

We will not sell, share or trade our donors’ names or personal information with any other entity, nor send mailings to our donors on behalf of other organizations.

This policy applies to all information received by the Marine Corps Scholarship Foundation, both online and offline, on any Platform (“Platform”, includes the Marine Corps Scholarship Foundation website and mobile applications), as well as any electronic, written, or oral communications.

To the extent any donations are processed through a third-party service provider, our donors’ information will only be used for purposes necessary to process the donation.

Electing to not receive communications or provide information to MCSF
We provide you with the opportunity to “opt out” of having your personal information used for certain purposes when we ask for this information. If you no longer wish to receive certain communications from MCSF, please visit www.mcsf.org/preferences to update your personal preferences where you can elect to have your information excluded from email or mail.

All MCSF email communications are compliant according to the CAN-SPAM Act of 2003, a law that sets the rules for email communications, establishes requirements for promotional messages, and gives you the right to choose not to receive email communications from MCSF.

MCSF responds to web browser “do not track” signals and other mechanisms that provide you the ability to opt-out of having your personal and non-personal information collected and tracked. Unless you have selected the “do not track” function within your web browser, third parties may collect personal and non-personal information about your online activities over time and across different website when you use our website.


Data Security


We use administrative, technical, and physical safeguards to protect data, including encryption, access controls, staff training, and regular security audits.

No method of transmission over the internet, or method of electronic storage is 100% secure, so therefore while MCSF uses commercially reasonable, industry standard best practices to protect site visitors’ personal information, MCSF cannot guarantee its absolute security.

Legal and Business Disclosures
MCSF, when required, may disclose personal information in response to subpoenas, court orders or other legal process, to law enforcement agencies for the purpose of investigating any activities that we believe, in good faith, to be unlawful, to service providers who work on our behalf and adhere to our privacy policies, and to any successor in interest as a result of a merger or re-organization or by operation of law.

Third-Party Services and Links

Some parts of our Platform may be supported by third-party service providers (for example, payment processing, database hosting/management, email distribution, analytics, and IT/security support). These providers may receive Personal Information only as needed to perform services on our behalf and are expected to protect it and use it only for authorized purposes.

Our Platform may contain links to third-party websites or services that are not operated by MCSF. If you follow a link to a third party, their privacy practices will govern your interactions with that third party. We encourage you to review the privacy policies of any third-party sites you visit.

Data Retention

MCSF retains Personal Information for as long as reasonably necessary to fulfill the purposes described in this Policy (such as processing donations, maintaining required records, operating our programs, resolving disputes, and enforcing agreements), unless a longer retention period is required or permitted by law (including tax, accounting, and legal compliance). Retention periods may vary depending on the type of information and the purpose for which it is collected.

Children’s Privacy

Our Platform and fundraising activities are not directed to children under 13, and we do not knowingly collect Personal Information from children under 13. If you believe that a child under 13 has provided us Personal Information, please contact us and we will take appropriate steps to delete the information, consistent with applicable law.

International Visitors

MCSF is headquartered in the United States. If you access our Platform from outside the United States, please note that your information may be transferred to, stored, and processed in the United States (or other jurisdictions where our service providers operate). By providing information to MCSF, you understand that your information may be processed in the United States, which may have data protection laws that differ from those of your jurisdiction.

Website Analytics, Cookies, and Similar Technologies

In addition to the cookies described above, we may use similar technologies (such as pixels and tags) to understand how our Platform is used, measure campaign effectiveness, and improve our communications. You can manage cookies through your browser settings and, where available, through any cookie preference tools presented on our Platform. If you block certain cookies, some features of our Platform may not function properly.

We recognize browser-based privacy signals, such as the Global Privacy Control (GPC), where required by applicable law. Because MCSF does not sell or share Personal Information for cross-context behavioral advertising, these signals generally do not change how we handle Personal Information; however, we will continue to honor such signals as required if our practices change.

California Privacy Notice (CCPA/CPRA)

This California Privacy Notice supplements the Marine Corps Scholarship Foundation Donor Privacy Policy and applies solely to individuals who reside in the State of California (“California residents”). It describes how Marine Corps Scholarship Foundation (“MCSF,” “we,” “us,” or “our”) collects, uses, and discloses Personal Information and Sensitive Personal Information, and explains the rights available to California residents under the California Consumer Privacy Act of 2018, as amended by the California Privacy Rights Act (“CCPA/CPRA”).

1) Notice at Collection: Categories of Personal Information

In the 12 months preceding the date of this Notice, MCSF may have collected the following categories of Personal Information (as defined by the CCPA/CPRA) from donors, volunteers, event participants, and website visitors:

• Identifiers (e.g., name, mailing address, email address, telephone number, username, IP address).

• Personal information categories listed in California Civil Code section 1798.80 (e.g., contact details and payment information needed to process a donation).

• Commercial information (e.g., donation history and event registrations).

• Internet or other electronic network activity information (e.g., browsing behavior on our websites, cookie data).

• Professional or employment-related information you provide (e.g., occupation, employer, job title).

• Demographic information you choose to provide (e.g., age range, preferences, interests).

Sources of Personal Information

We collect Personal Information (a) directly from you when you donate, register for events, volunteer, or communicate with us; (b) automatically from your device/browser when you interact with our Platform (e.g., IP address, cookie data, and usage information); (c) from our service providers who support donations, communications, analytics, and IT/security; and (d) from publicly available sources and organizations that help us update contact information and maintain accurate records, where permitted by law.

We may also collect information that could be considered “Sensitive Personal Information” under the CPRA when necessary to process a transaction, such as financial account information (e.g., credit card number, expiration date, security code, bank routing number, and account number).

2) Purposes for Collection and Use

We collect and use Personal Information for the following business and operational purposes:

• To process donations, event registrations, and other transactions you request.

• To maintain our donor and constituent databases for internal record keeping, reporting, audits, and data analysis.

• To communicate with you about our programs, events, acknowledgements, and fundraising activities (subject to your communication preferences).

• To operate, maintain, and secure our websites, mobile applications, and related systems (including fraud prevention and network security).

• To improve our services and website experience, including troubleshooting and analytics.

• To comply with legal obligations and enforce our rights and policies.

3) Disclosures of Personal Information

We may disclose Personal Information to the following categories of recipients for business purposes consistent with this Policy and this Notice:

• Service providers and contractors that help us operate our organization and technology (e.g., donation processing, database hosting/management, email and communications platforms, analytics, and IT/security support).

• Government authorities, regulators, and law enforcement when required by law or in response to valid legal process.

• A successor organization in connection with a merger, reorganization, or other change in control, subject to appropriate safeguards.

4) Sale, Sharing, and Targeted Advertising

MCSF does not sell donors’ Personal Information. We also do not share Personal Information for cross-context behavioral advertising as those terms are defined under the CCPA/CPRA. Accordingly, MCSF does not provide a “Do Not Sell or Share My Personal Information” link.

5) California Consumer Privacy Rights

Subject to certain exceptions, California residents may have the following rights under the CCPA/CPRA:

• Right to Know/Access: request that we disclose the categories and specific pieces of Personal Information we collected about you, the sources, the purposes, and the categories of third parties to whom we disclosed the information.

• Right to Delete: request deletion of Personal Information we collected from you.

• Right to Correct: request correction of inaccurate Personal Information we maintain about you.

• Right to Opt-Out of Sale/Sharing: opt out of the sale or sharing of Personal Information (note: MCSF does not sell or share as described above).

• Right to Limit Use/Disclosure of Sensitive Personal Information: request limitations on certain uses of Sensitive Personal Information (note: MCSF uses Sensitive Personal Information only as needed to process donations/transactions and to provide services you request).

Please include sufficient information for us to verify your identity and describe your request. We will respond within the timeframes required by applicable law.

Authorized agents may submit requests on behalf of a California resident. We may require proof of the agent’s authorization and may also require the California residents to verify their identity directly with us.

7) California “Shine the Light”

California Civil Code section 1798.83 (“Shine the Light”) may permit California residents to request certain information regarding our disclosure of Personal Information to third parties for their direct marketing purposes. MCSF does not disclose Personal Information to third parties for their direct marketing purposes.

MCSF does not offer financial incentives or price or service differences in exchange for the collection, retention, or sale/sharing of Personal Information, as those terms are used under the CCPA/CPRA.
